Human Rights Program – Sean D. Murphy

April 4, 2019

Talk Drafting a Convention on Crimes Against Humanity April 4, 2019 / Cambridge, MA

In August 2019, the U.N. International Law Commission is expected to complete a project that might become a U.N. Convention on the Prevention and Punishment of Crimes Against Humanity.

Is such a convention needed?
If so, what obligations might it impose upon States?
How would it relate to the International Criminal Court?
What are the prospects for negotiating, adopting, ratifying and implementing such a convention?

IGLP co-sponsored with the Human Rights Program for a talk by Sean D. Murphy, Manatt/Ahn Professor of International Law at George Washington University and Special Rapporteur on Crimes Against Humanity for the U.N. International Law Commission, to address these questions and others as he leads the ILC’s effort to draft such a convention.
